These threats are accompanied by the immediate dangers of natural and man-made disasters. Our vulnerability to them is greatly magnified with each passing year undermining our ability to maintain a sustainable and productive world into the 21st Century and beyond. Both history and common sense teach us that science has a tremendous potential to find ways to cope with these threats. 1 The EUROSCIENCE working group "Science and Urgent Problems of Society" 2 and the IUGG Commission on Geophysical Risk and Sustainability were initiators of the EUROSCIENCE - IUGG Advanced Research Workshop "Science for Reduction of Risk and Sustainable Development of Society" sponsored by the NATO Science Program. The Workshop was held on 15-16 June 2002 in Budapest, Hungary. More than 40 participants from 17 countries took part in the Workshop. Talks and discussions addressed mainly the question of how science can help in reduction of risk and sustainable development of society.

Paying particular attention to how politicians and bureaucrats in the two countries deal with the scientific uncertainty that pervades environmental decision making, Harrison and Hoberg analyse case studies of seven controversial substances suspected of causing cancer in humans: the pesticides Alar and alachlor, urea-formaldehyde foam insulation, radon gas, dioxin, saccharin, and asbestos. They weigh the strengths and weaknesses of each country's approach according to five criteria: stringency and timeliness of the regulatory decision, balancing of risks and benefits by decision makers, opportunities for public participation, and the interpretation of science in regulatory decision making. The Canadian approach is exemplified by closed decision making, case-by-case review that relies heavily on expert judgement, and limited public debate about the scientific basis of regulatory decisions. In contrast, regulatory science in the United States is characterized by publication of lengthy rationales for regulatory decisions, reliance on standardized procedures for risk assessment, and controversy surrounding the interpretation of scientific evidence.

Approaches to avoid loss of life and limit disruption and damage from flooding have changed significantly in recent years. Worldwide, there has been a move from a strategy of flood defence to one of flood risk management. Flood risk management includes flood prevention using hard defences, where appropriate, but also requires that society learns to live with floods and that stakeholders living in flood prone areas develop coping strategies to increase their resilience to flood impacts when these occur. This change in approach represents a paradigm shift which stems from the realisation that continuing to strengthen and extend conventional flood defences is unsustainable economically, environmentally, and in terms of social equity.
